Speaking at a news conference in Jerusalem, Blinken echoed an early White House statement that the president was trying to say that Putin cannot be “empowered to wage war” in Ukraine or anywhere else.
The secretary of state then said that the U.S. does not “have a strategy of regime change” either in Russia or anywhere else in the world.
Blinken then added that the issue of Putin remaining in power was only up to the people of Russia.
