The program, which was suspended and never fully implemented pending the court’s decision, would have forgiven $10,000 in student loan debts for federal borrowers earning less than $125,000 and $20,000 for Pell Grant recipients. The Biden Administration argued it had the authority to execute the program under the HEROES Act, which allows the Secretary of Education to “waive or modify” student financial assistance programs during national emergencies. But the court determined the Act was only intended for “modest adjustments and additions to existing provisions,” Chief Justice John Roberts wrote in his majority opinion.
