This is where the budget build achieves most of its savings. A refurbished Dell OptiPlex 7040 desktop computer with an i7-6700 processor, 32 GB of RAM  and a 512 GB NVMe drive comes in at just under $220. 

While the processor is quite old (the model was launched in 2015), this computer will be able to easily handle any web-based trading workflows and is unbeatable in terms of value for money.
