The UK’s Foreign, Commonwealth and Development Office (FCDO) has designated Xinbi, a major crypto-enabled guarantee marketplace, as part of a broader crackdown on global scam networks. Authorities say the platform helped power large-scale fraud operations linked to trafficking compounds in Cambodia.
Xinbi Linked to Large-Scale Crypto Scam Compounds
The UK government said Xinbi supported #8 Park, a major scam compound in Cambodia believed to house up to 20,000 trafficked workers. These operations reportedly forced victims to run crypto investment scams and online fraud targeting users worldwide.
By designating Xinbi, authorities are aiming to disrupt the financial backbone of scam ecosystems rather than targeting individual actors.
Officials also indicated that owners and operators connected to #8 Park are being targeted as part of the enforcement action.
$19.9B in Illicit Transactions Tracked
Xinbi operates as a Telegram-based marketplace offering escrow services and payment coordination for illicit actors. The platform connects fraud operators, OTC brokers, and money-moving services.
According to blockchain analytics firm Chainalysis, Xinbi processed more than $19.9 billion in illicit transactions between 2021 and 2025.
The network has also been linked to pig-butchering scams and cross-border fraud operations.
Network Shows Strong Resilience to Crackdowns
Despite previous disruptions, Xinbi continued operations by creating new channels and expanding infrastructure. The platform reportedly duplicated escrow services and launched additional payment tools.
On-chain activity suggests transaction volumes remained stable even after enforcement attempts, highlighting the resilience of crypto-enabled scam networks.
The UK’s move signals growing global efforts to target infrastructure supporting large-scale crypto fraud operations.
