Senator Cynthia Lummis Urges U.S. to Treat Bitcoin as Digital Gold, Calls for 5% Reserve Target

U.S. Senator Cynthia Lummis, a longtime advocate for Bitcoin, is renewing her call for the federal government to recognize Bitcoin as a strategic asset—equivalent to digital gold.

In recent remarks, she emphasized that the United States should aim to hold at least 5% of the global Bitcoin supply, mirroring its current estimated 5% share of the world’s gold reserves.

“Bitcoin Is Digital Gold”

Lummis highlighted that several U.S. states are leading the way in Bitcoin policy innovation. States like Arizona, Texas, and New Hampshire have passed legislation to establish strategic Bitcoin reserves in 2025, with over 30 states considering similar proposals.

“The innovation is happening at the state level,” she said. “It’s often led from the states, and this time is no different.”

Global Momentum for Sovereign Bitcoin Holdings

The senator also pointed to international momentum, with countries like the United Arab Emirates beginning to acquire Bitcoin via U.S.-based exchange-traded funds (ETFs). “That’s good for America,” she noted, “because they’re building their sovereign wealth in Bitcoin through an American ETF.”

Similarly, central banks in Europe, including the Czech Republic, are exploring Bitcoin as part of their diversified asset allocations.

A Call for Federal Action

While praising state-level efforts, Lummis made clear that it’s time for the federal government to act. She advocates for including Bitcoin in the nation’s strategic reserves, a move she says is critical for keeping the U.S. competitive in a rapidly evolving global financial landscape.

“We need to treat Bitcoin like digital gold,” she stated. “We have about 5% of the world’s gold in U.S. reserves. We need to have at least 5% of the world’s Bitcoin as well.”

As global interest in sovereign Bitcoin accumulation grows, Lummis’s message adds urgency to the debate around national crypto policy—and positions the U.S. to take a leadership role in the digital asset future.
