Nation-state adoption of Bitcoin is shifting from gradual experiments to a phase of accelerated interest, according to Jan3 founder Samson Mow.
Speaking on the What Bitcoin Did podcast over the weekend, Mow suggested that countries are moving past skepticism and edging closer to large-scale Bitcoin strategies.
“I think we’re on the tail end of gradually, and we’re at the beginning phases of suddenly,” Mow said, warning that governments could soon face a “massive nation-state FOMO” once the momentum builds.
He believes the next stage will likely involve more countries establishing a Strategic Bitcoin Reserve, following the lead of the United States.
Strategic Bitcoin Reserve could spark global FOMO
Earlier this year, U.S. President Donald Trump signed an executive order to create such a reserve. While the government has yet to begin direct purchases, Mow noted that budget-neutral acquisition plans and the Bitcoin Act show the U.S. is “pushing forward.”
 
Galaxy Digital’s Alex Thorn recently echoed this view, saying there is a strong chance the U.S. will officially launch its reserve before the end of 2025.
The U.S. currently holds 198,012 BTC, according to Bitbo, making it the largest sovereign holder. Still, Mow has cautioned that rivals such as Pakistan could move ahead if Washington delays. He also pointed to Latin America as a region likely to make bold steps, adding that he is most bullish on its adoption trajectory.
The prospect of wider sovereign involvement aligns with research from Fidelity Digital Assets, which in January predicted that more central banks, sovereign wealth funds, and government treasuries would seek exposure to Bitcoin.
Yet, despite these moves, Bitcoin’s price performance has not matched some expectations for 2025. Mow admitted,
“We should have had a bull run already,” suggesting the market cycle could extend into 2026. At the time of writing, Bitcoin trades at $120,616, up nearly 7% over the past month, according to CoinMarketCap.
Industry voices such as Bitwise CIO Matt Hougan agree that momentum may take longer to build but argue that the outlook remains positive. For Mow, the timeline matters less than the inevitability: nation-state adoption, he says, is no longer a question of if, but when.
