North Carolina Introduces Bill to Establish Bitcoin Reserve

North Carolina has taken a significant step toward incorporating Bitcoin (BTC) into its state investments with the introduction of House Bill 92 (HB 92). The bill, personally introduced by House Speaker Rep. Destin Hall, aims to establish state exposure to BTC, making it one of the most high-profile digital asset initiatives in the U.S.

North Carolina’s Bitcoin Reserve Bill

Blockchain Association Head of Industry Affairs, Dan Spuller, highlighted the importance of the bill: stating, “This is a big deal.” He emphasized Hall’s influence, calling him “one of NC’s most powerful leaders. Top of the food chain.”

The legislation is co-sponsored by Rep. Mark Brody and Rep. Steve Ross, both known for their support of Bitcoin-related policies. Spuller noted their past contributions, saying they “led the fight to update MTL laws back way in 2016.”

The bill comes at a time when similar state-level Bitcoin reserve proposals have failed across the U.S. Spuller acknowledged this trend but expressed confidence in North Carolina’s efforts, stating, “Several #SBR state bills across USA have already died. NC’s bill will be taken deadly serious.”

The introduction of HB 92 coincides with the winding down of the North Carolina Blockchain Initiative, a state government task force focused on blockchain policy. Reflecting on its impact, Spuller said, “I couldn’t be prouder of what we’ve accomplished w/ ZERO budget.”

Shift in Regulatory Efforts

As North Carolina advances its Bitcoin legislation, Spuller also signaled a shift in focus toward federal efforts. “Next? I’ll be doubling down on federal efforts w/ Blockchain Association in Washington—helping deliver on President Trump’s promises for digital assets,” he wrote.

Spuller added that despite his federal focus, he remains committed to North Carolina’s blockchain developments. “But make no mistake—I’ll continue to support NC until the end,” he said.

HB 92 marks one of the most significant moves by a U.S. state to formally integrate Bitcoin into its financial strategy. The bill’s progress will likely be closely watched, given the growing debate over state-level digital asset policies.
